NFL Hall of Famer Bruce Smith has proposed a $300 million project that would include hotel and apartment towers. The vote Tuesday allows for possible development, but doesn't mean Smith's plan will be approved.

The City of Virginia Beach is exploring the possibility of developing Rudee Loop, a 10-acre cul-de-sac where Atlantic Avenue ends, bordered by Rudee Inlet to the West and Fourth Street to the North.
