The Land Transportation Office 6-Traffic Safety Unit joins the National Day of Remembrance for Road Crash Victims and their Families with the THEME: Journey to Zero; Remembering the past, Safeguarding the future.

The agency commemorated the event through the conduct of FREE 15hours Theoretical Driving Courses in the municipalities of Tapaz, Capiz, and Pototan, Iloilo. The week-long commemoration produced a total of over 300 completers of the 15hours TDC. These completers could have paid at around Php1,000 in private driving schools for the same course if not for the initiative of LTO Regional Office 6 and the partnering Local Government Units.

On the other hand, 15 traffic enforcers from the municipality of Pototan Iloilo undergone a comprehensive seminar by the LTO 6 to equip themselves of knowledge on land transportation laws rules and regulation and proper conduct of law enforcement in their respective area of responsibility. The participants were also reminded of their vital role on keeping their community safe.

LTO 6, under the leadership of Regional Director Atty. Gaudioso P. Geduspan II together with the support of Asst. Regional Director and OIC-Regional Director for LTO-NIR Jeck D. Conlu, will continue to educate our drivers, traffic enforcers, and all other road users, for it is the only way we can achieve safer roads for the future generation.

The Land Transportation Office - Western Visayas (LTO-6) has taken swift and decisive action against a delivery van driver whose gross negligence resulted in a fatality, revoking his license for four years after he admitted to falling asleep at the wheel.

LTO-6 Regional Director Atty. Gaudioso P. Geduspan II approved the revocation following an investigation led by Intelligence and Investigation Chief Shiela Mae Alulod, finding the driver "unfit to operate motor vehicles" following a fatal sideswipe incident in Barangay Sarawag, Janiuay, last Sept. 9, 2025.

Director Geduspan's decisive resolution aligns directly with the mandate of LTO Chief, Assistant Secretary Markus V. Lacanilao.

Asec. Lacanilao has instructed all regional offices to curb and eradicate erring drivers, ensuring that LTO's tough stance on gross negligence and fitness to drive is part of a unified, nationwide push for road safety and discipline.

The tragic collision occurred during a heavy downpour while a motorcycle rider had stopped and dismounted to put on his raincoat. Police reported the van sideswiped the rider, causing a fatal head injury.

โ€œWhat happened was not an accident of fate but a failure of vigilance,โ€ Director Geduspan wrote in the resolution. โ€œFalling asleep while operating a motor vehicle constitutes gross negligence and a failure to exercise the caution required of a licensed driver.โ€

In his reply to the LTOโ€™s show-cause order issued by Ms. Teocel M. Umadhay, Chief of the LTO Calinog District Office, the driver admitted that he "fell asleep at the wheel from fatigue" and was driving at speed at the time of the crash.

While the driver expressed deep remorse and appealed for leniency, citing his dependence on his license for his livelihood, Director Geduspan ruled that the fatal consequence outweighs personal circumstances.

Director Geduspan pointed to Rule IV, Section 20, paragraph (c) of R.A. No. 10930, which authorizes the LTO to revoke a license in cases involving death, regardless of any pending criminal case."Falling asleep while driving constitutes gross negligence and a clear breach of this duty," Director Geduspan added.

The driverโ€™s license is now placed on โ€œalarm statusโ€ by the LTO-6 Operations Division, prohibiting its renewal or reissuance throughout the four-year revocation period.

In an intensified two-week road safety and passenger assistance operation, the Land Transportation Office Region 6 (LTO-6) cracked down hard on violators during its โ€œOplan Biyaheng Ligtas! Undas 2025โ€ campaign, which ran from October 20 to November 4, ensuring safer and more orderly travel across Western Visayas during the holiday rush.

Law enforcement teams and deputized personnel inspected a total of 6,392 public utility vehicles and motorcycles at major terminals and ferry ports. Of these, 6,281 passed inspection while 111 were cited for various violations.

A total of 32 colorum vehicles were seized โ€” including 15 UV Express units, three trucks, 11 tricycles, and three motorcycles โ€” following intensified operations ordered by LTO-6 Regional Director Atty. Gaudioso P. Geduspan II and Assistant Regional Director Jeck D. Conlu, who also heads LTO-NIR.

Motorists were cited for numerous transport law violations, including RA 4136 (Land Transportation and Traffic Code) with 2,967 cases; RA 8750 (Seat Belts Use Act): 1,352 cases; RA 10054 (Motorcycle Helmet Act): 721 cases; and RA 11229 (Child Safety in Motor Vehicles Act): 11 cases

The LTO-6, in coordination with PDEA-6 and other government agencies, also conducted surprise drug testing on 1,063 transport workers, including drivers, conductors, and passenger assistance officers.

While 1,057 tested negative, sixโ€”comprising one delivery truck driver and five tricycle driversโ€”tested positive for illegal drugs and underwent confirmatory test by PDEA..

To sustain safety momentum, LTO-6 intensified roadside and terminal checks in Mohon, Ungka, and Tagbac, as well as ferry terminals bound for Bacolod and Guimaras, ensuring strict compliance with transport laws and vehicle roadworthiness standards.

Director Geduspan lauded his personnel for their commitment and dedication throughout the two-week operation.

โ€œYour service and sacrifice, especially the chiefs of offices who directly supervised and monitored your teams, are more than impressive and highly commendable. For that, I extend my sincerest gratitude,โ€ Director Geduspan noted.

The campaign, launched under the Department of Transportation (DOTr) and LTOโ€™s nationwide โ€œOplan Biyaheng Ayosโ€ initiative, underscores the agencyโ€™s firm resolve to keep the roads safe and free from colorum operations during the peak Undas season.

The relentless anti-colorum drive by the Land Transportation Office Region-6 (LTO-6) is delivering powerful results. Law enforcement teams and deputized personnel intercepted a total of 32 illegal public utility vehicles from October up to the conclusion of the recent DOTr-LTO Oplan Byaheng Ligtas: Undas 2025 on Nov. 4.

The aggressive push comes directly from the top, with LTO-6 Regional Director Atty. Gaudioso P. Geduspan II ordered a zero-tolerance policy against illegal public transport.

In less than two months from October to Nov.4, the LTO-6 Regional Law Enforcement Section (RLES) and deputized personnel apprehended 32 colorum vehicles across key areas, including Iloilo City, Dumangas, Carles, Leganes, Banate, Antique, and Aklan.

The latest apprehension involved two colorum vans intercepted in Carles, Iloilo, illegally transporting Manila tourists. The operation, overseen by Director Geduspan and Assistant Regional Director Jeck D. Conlu, is fully compliant with the national order from LTO Chief Assistant Secretary Markus V. Lacanilao to eradicate colorum operators and erring drivers.

The intensified pursuit, revocation of licenses, and push for criminal prosecution were spurred by a terrifying incident on Oct. 29 in Antique. A colorum driver, hauling passengers, attempted a dangerous, high-speed evasion of LTO-6 law enforcers and Highway Patrol Group (HPG) operatives.

The driver stubbornly ignored the pleas of his scared travelers to stopโ€”an act that starkly exposed the life-threatening recklessness of unfranchised transport.

Director Geduspan II is sending an unequivocal and final message to all illegal transport operators.

"Colorum" activities endangering the public will be aggressively pursued and face criminal prosecution. The LTO-6 is committed to making illegal transport a high-stakes gamble that drivers will permanently lose.

While many took shelter as Typhoon Tino battered parts of Western Visayas, Land Transportation Office Region-VI (LTO-6) Regional Director Atty. Gaudioso P. Geduspan II proved he's anything but a traditional "armchair" boss.

Instead of issuing orders from the safety of his home, Director Geduspan braved the treacherous conditionsโ€”driving past fallen trees and navigating flooded streetsโ€”to reach the regional office in Brgy. Quintin Salas, Jaro. His mission: to personally supervise the law enforcement operations of his law enforcement personnel.

Defying the typhoon's impact, the LTO-6 Law Enforcement Unit maintained a critical presence, focusing operations directly on the area where "Tino" made landfall.

Under the direct supervision of Ms. Relin Reyes, Chief of the Regional Law Enforcement Section, teams conducted continuous road patrols and rovings along the coastal roads in the Municipality of Dumangas. Their crucial mandate: to provide immediate assistance to stranded motorists caught in the storm's fury.

LTO-6 enforcers also patrolled various terminals across Iloilo to check on the welfare of both Public Utility Vehicle (PUV) operators and stranded travelers, ensuring safety and readiness even as regular LTO office work remained suspended.

In a powerful display of solidarity, Director Geduspan didn't just superviseโ€”he joined his frontline troops for a simple, yet significant, meal: dried fish, miswa (noodle soup), and grilled pork.

This gesture, simple as it was, delivered a huge impact, boosting the morale of his personnel in a time of crisis. It sends a clear message: their Regional Director is not just a boss who gives orders; he is a Leader who guides, inspires, and sets a tangible example of how true leadership should be practiced, especially when the weather turns rough.

In a time when storms test systems and people alike, Director Geduspanโ€™s hands-on approach sent a clear signal: when duty calls, the regional officeโ€™s leaders will be first on the road and last to leave the field.

LTO-6 Regional Director Atty. Gaudioso P. Geduspan II suspended work today for the regional office and all district offices across Panay Island and Guimaras Province to ensure the safety of personnel and clients ahead of the typhoon's forecasted landfall.

However, Director Geduspan also directed LTO-6 Field Enforcement Officers and deputized LTO personnel to remain on standby and high alert. This ensures that critical road assistance and monitoring continue despite the severe weather conditions, prioritizing public safety during the storm.
