DRIVER CPC changes

National cpc , 3h 30m in length with 12 hours e-learning courses allowed from 3rd December
From the 1st of February 2025 the back to driving module will be implemented to drivers where their DQC has expired within 60 days – 2 years

UPDATES TO THE GUIDE
-From April 2025 the brake performance assessment will be a roller brake test or a test with a decelerometer & temperature controlled. If the vehicle can’t be laden roller tested the vehicle will have to go through risk assessments
-there will be an amendment to the D4 form for people with diabetes
-There will be a 4-week consultation for drivers with diabetes
-new independent audit guide by the traffic commissioners

CIVIL PENATLY ACCREDITATION SCHEME
- £6000 fine per clandestine entrant and the driver and owner will be liable
- £1500 fine for failing to secure the vehicle and will happen it it’s a first offense
- the driver and the operator will be equally responsible

-under inflated tyres are popular and every operator should have a good tyre replacement policy with tyres having a minimum tread depth of 3mm.
-there will be mobile roller brake tests to be implemented at service stations
- soon the DVSA will start doing audits at external garages and they have said that school bus checks at schools are being done a lot more as well as occasional fleet checks
-it was also recommended that the transport manager or operator would do occasional” gate checks” where they would arrive before the drivers and watch them carry out their walkaround check to see if they are doing it according to DVSA standards. There should also be a paperwork trail showing when they are being carried. They recommend doing the gate checks once a month and for it to be a surprise so the drivers wouldn’t know so you can see an authentic check from them
- from December 31st this year any vehicles going abroad will then have to retain the previous 56 days of data plus the current day but national drivers (driving solely within the UK) will keep the required 28 days of data on themselves plus the current day.



Transport manager responsibilities

- Be both hands on and supervisory to people who are hands on and everyone who works under the operator/ TM must know what’s going on

- If you must notify the traffic commissioner of anything it is recommended to notify them within 24 hours and explain what happened within 10 days of offenses and an operator should take “immediate action” rather than waiting for the DVSA visit or even a public enquiry

It was recommended that occasionally training will be given to drivers in how to evacuate both themselves and fellow passengers in the event of a fire. And if a fire was to happen find out why it happened and fill out form PSV112.

MAINTENANCE

Soon (April 2025) the Maintenance Provision Rating Scheme will be implemented, and it will rate all inhouse and external maintenance providers, the minimum standard they will accept is an advanced technician standard.

Driver CPC reforms to come into force on 3 December

Following a debate in Parliament, the date for the reforms to Driver CPC to come into law has been confirmed as Tuesday 3 December.
The reforms coming into force on this date include:

• introducing a National Driver CPC that will cover driving a lorry, bus or coach in the UK
• allowing training courses to be done in blocks of 3.5 hours, rather than the current 7 hours, to allow greater flexibility that will apply to the National CPC card ONLY, International CPC must still be 7 hours
• decoupling e-learning from trainer led courses

The measure to speed up the process for drivers to return to driving a lorry, bus or coach in the UK if their Driver CPC has expired will come into force on 1 February 2025.

The results from the 2023 consultation on the introduction of a test were mixed and DfT will continue to keep under review the possibility of the introduction of a periodic test.

was in short supply. Many maintenance providers were struggling to find qualified mechanics
and fitters. This problem has not abated and recent cases serve to highlight this. Operators
should be aware of the changes to the DVSA Guide to Maintaining Roadworthiness from April
2025 in that a laden roller brake test or electronic braking performance monitoring system
