Oxford's controversial new temporary Β£5 congestion charge has launched today on six roads across the city.
From this morning, motorists around the city face a fee for passing through any one of the six charge points along key routes.
The Oxfordshire County Council scheme only applies to cars, and exemption permits are available for various groups- including blue badge holders (this doesn’t include London Taxis).

Ahead of the launch, councillor Andrew Gant, the authority's transport chief, said he would be "watching the impacts carefully" as people adjust to the new charge.
The new charge also applies to local Private hire vehicles (including Uber) and local licensed Taxis.
London-licensed taxis will be expected to pay the new congestion charge in Oxford.
London taxis are exempt from the London Congestion Charge, but this does not apply to other cities' charges, like the one being introduced in Oxford. The Oxford charge applies to all vehicles not exempt by the Council, which currently includes private cars and other vehicles like taxis.

According to the council website, vans and lorries are specifically exempt.

You have 24 hours to pay the Β£5 charge, then a Β£70 fine will be implemented.

The Liberal Democrats currently run the county council, having won a majority in the 2025 election. This is the party that lead the way for the charge to be introduce city-wide.

Oxford Labour has has most seats on the city council and surprisingly stated its opposition to the plans, but the City Council does not run the county council or have the authority not to implement the new congestion charge.

We predict that this new Β£5 congestion charge will not stay at Β£5 for long….its just the thin end of the wedge.

We will soon start to see this charge increase, plus we also predict the area it covers will increase significantly, as the ULEZ scheme was expanded in London.

The temporary charging points for the congestion zone are on Hythe Bridge Street, St Cross Road, St Clement's Street, Thames Street, Marston Ferry Road and Hollow Way. All of the points sit within Oxford's ring road, with three of the points sitting directly in the city centre.

πŸŸ₯ UPDATE: A 19-year-old man has died after his car crashed into a parked lorry on the A34 near Bletchingdon early on Saturday morning (25/10/2025). The collision occurred around 5:00am in a lay-by on the northbound carriageway. The lorry driver, a man in his seventies, sustained minor injuries.

A Thames Valley Police spokesperson said: β€œWe are preparing a file for the coroner following a fatal road traffic collision on the A34 in Oxfordshire yesterday ([25]/10).

β€œThe driver of a blue Ford Fiesta, a 19-year-old man, sadly died after a collision with a parked lorry in a lay-by off the northbound carriageway just past the Bletchingdon junction at around 5am.

β€œHis next of kin have been informed and we have offered them our support at this difficult time.

β€œThe lorry driver, a man in his seventies, suffered minor injuries but did not require hospital treatment.”

🟩 UPDATE: The A34 northbound between the Peartree Interchange and Weston-on-the-Green has reopened following the earlier collision.

A Thames Valley Police spokesperson said: "We'd like to thank the public for their patience and understanding while we dealt with this incident."

πŸŸ₯ UPDATE: [12:06] The A34 remains closed, northbound, between Peartree Interchange (A44) and Wendlebury Interchange (M40/J9).

A National Highways spokesperson said: "The road will remain closed until at least mid afternoon whilst Police collision investigation works take place."
