🚛 Netherlands to withdraw from the Eurovignette from 1 July 2026 🚧

From 01/07/2026, the Netherlands will permanently discontinue the Eurovignette system for heavy goods vehicles and move to an electronic tolling system using an OBU device 📡

From that date, heavy goods vehicles will be required to pay tolls based on the number of kilometres travelled

⚠️ Mandatory OBU

With the introduction of the new system:

It will no longer be possible to purchase vignettes or tickets for individual journeys.

✅ All vehicles must be fitted with a compatible and active OBU device.

⚠️ Attention:

We recommend contacting your usual toll service provider to add the Netherlands to your current service.

Some national OBU devices, such as Toll Collect (Germany) 🇩🇪 or Satellic (Belgium) 🇧🇪, will not be valid for Dutch toll payments.

ℹ️ Although the Netherlands is leaving this system, the Eurovignette will remain mandatory in Luxembourg 🇱🇺 and Sweden 🇸🇪.

📢 Belgium | 1 July 2026

Belgium will implement significant changes to its heavy goods vehicle toll system (Viapass), with the introduction of a CO₂-based surcharge.

🔹 Transport operators: prepare for Belgium’s CO₂-based toll update.

From 1 July 2026, Flanders will introduce a CO₂ surcharge within the Belgian kilometre-based charging system. Vehicles will be classified into five CO₂ emission categories, which will directly affect the cost of tolls.

What you need to know

🔹 CO₂ classification must be registered in the on-board unit (OBU) before 1 July 2026

🔹The new configuration will be mandatory across the entire country

🔹 EETS providers may require additional vehicle data (including F1 mass and CO₂)

🚛 ⛴️ Ferry crossings: rest or availability time?

Under Regulation (EC) No 561/2006, drivers in Europe may take their rest periods on ferries, provided they have access to a suitable berth or cabin.

However, in Spain the interpretation is changing.

A recent ruling by the High Court of Justice of the Balearic Islands, following the doctrine of the Spanish Supreme Court (2024), establishes that:

Time spent on a ferry is considered availability time, not rest.

Why?

During the crossing, the driver:

🔹 does not have free disposal of their time

🔹 must remain available at all times

What are the implications for transport companies?

🔹 Obligation to take rest after disembarkation

🔹 Increased complexity in national and international routes

🔹 Higher labour and operational costs

🔹 Risk of penalties due to incorrect planning

Although European regulations allow it, Spain applies a more restrictive criterion, considering that the driver does not have free disposal of their time during the crossing.

The debate remains open and will return to the Supreme Court to unify doctrine.
