When the supply chain stumbles, Canadians notice at the grocery store first and on the receipt a few weeks later.

CTA's supply chain work stays focused on the parts that keep goods moving across the country:

1️⃣ Border clearance
2️⃣ Highway and bridge infrastructure
3️⃣ Carriers running the routes day after day

CTA estimates the Ontario-Michigan gateway alone sees more than 4.2 million trucks a year cross the Ambassador and Blue Water bridges, carrying about $210 billion in Canada-U.S. trade.

A Loophole You Can Drive a Truck Though: This morning the Editorial page of the The Globe and Mail takes aim at why the Driver Inc crisis was allowed to proliferate for more than a decade, despite years of warnings by CTA and others.

".. The 14-year, ahem, temporary moratorium swung open the door for tax evasion and fueled the emergence of Driver Inc. Unscrupulous businesses were able to pretend that their employees were private contractors, dodging otherwise mandatory employer contributions. And the lack of a T4A slip deprived the CRA of a readily available tool to spot abuse.

"The possibility of enabling the growth of the underground economy should have been obvious from the start. And any excuse for inaction had vanished by late 2018, when the standing committee on finance flagged the industry’s concerns over Driver Inc. in its annual pre-budget report. That report notes that “the Canadian Trucking Alliance urged the government to stop the widespread tax evasion practice known as ‘Driver Inc.’”

"Of course, those (Driver Inc) companies are responsible for their actions, both legally and morally. They should be held to account, starting with the Canada Revenue Agency ensuring that they all pay every cent owing in taxes, interest and penalties. Fines are likely in order. And if there is evidence of criminal fraud, those cases should be pursued vigorously.

Canada is short on truck drivers. 🚚

The shortage shows up at carrier bids, in shipper quotes, and on grocery shelves whenever a route stalls. It's not solved by another recruitment poster.

The fix is training that prepares drivers properly and a hiring system that actually works for the industry.

CTA pushes Ottawa on both.

Trucking is a safety-critical job. The training, equipment, and hours-of-service rules already exist. 🚨

What is missing is consistent enforcement on the operators who treat all of it as optional.

That is where CTA spends a lot of its policy time.

If you run a compliant carrier, you should not be competing with someone willing to bend the rules to win a bid.
