ESPORG and BSEC-URTA Sign Memorandum of Understanding to Strengthen Safe and Secure Truck Parking and Driver Wellbeing Across Black Sea Region

During the 47th Meeting of the BSEC-URTA General Assembly, the European Secure Parking Organisation (ESPORG) and the Union of Road Transport Associations in the Black Sea Economic Cooperation Region (BSEC-URTA) officially signed a Memorandum of Understanding (MoU), aiming to accelerate the development of safe and secure truck parking infrastructure along key European and Black Sea transport corridors, enhance professional drivers’ well-being, improve road safety and support the compliance with EU parking standards. The agreement was signed by Dirk Penasse, General Manager of ESPORG and Eduard Kasa, President of BSEC-URTA.

The MoU further strengthens the already excellent cooperation between the two organisations, building on BSEC-URTA’s prior signing of the ESPORG Wellbeing Pledge, demonstrating its commitment to improving working and living conditions for professional drivers and promoting a more attractive and sustainable road transport profession.

The agreement establishes a framework for enhanced collaboration on strategic priorities including the development of safe and secure truck parking infrastructure, professional driver wellbeing, gender-specific needs, the attractiveness of the profession and specific needs of non-EU drivers, training, green and sustainable parking initiatives, road safety and digitalisation. The cooperation will also focus on joint working groups, exchange of best practices and participation in common projects and events.

Dirk Penasse, General Manager, ESPORG stated: “Today’s MoU marks a significant step forward in our partnership with BSEC-URTA. By joining forces on safe and secure parking and driver well-being, we are turning shared commitments into concrete action that will benefit drivers, operators, and entire supply chains across the Black Sea and European corridors.”

Thank you BSEC-URTA. We are truly honoured and look forward to further developing our cooperation. Together, we are turning commitments into real action for professional truck drivers.

🚛First SSPA Information Stand Launched at ELA European Labour Authority Roadshow & Wellbeing Campaign – SSPA Pilot Event #1— putting driver Wellbeing at the heart of European transport.

ESPORG was proud to join the first SSPA Local Information Event pilot organised by ELA, together with the Croatian Ministry of the Sea, Transport and Infrastructure that uniquely combined:
🔹 SSPA Pilot Event #1 – at INA Ježevo Secure Parking — Silver certified parking area member of ESPORG, strategically located on the A3 corridor connecting Western and South-Eastern Europe.
🔹 An operators’ event in Zagreb featuring dedicated sessions for transport operators, social partners and national authorities on driving and rest time rules, posting of drivers and the importance of quality secure parking for compliant and safer operations. Key voices included ESPORG, European Labour Authority , DG MOVE - European Commission, Croatian Ministry of the Sea, Transport and Infrastructure, social partners IRU and ETF - European Transport Workers' Federation

Dirk Penasse - General Manager, ESPORG said “The expansion of certified secure parking areas is essential — not optional — for turning Mobility Package I rules into daily compliant breaks, safer operations and real driver wellbeing.”
Druselia Betea - Head of the Ewellin - European Wellbeing Initiative added “Quality rest in certified parking areas is fundamental to driver wellbeing. We are transforming SSPAs into real homes away from home for Europe’s drivers.”

“Drive Safe, Park Safe, Work Safe & Live Well” is more than a campaign — it is a shared European commitment. Through the European Wellbeing Initiative, already supported by 150+ stakeholders, ESPORG continues transforming truck parking into true ‘Home Away from Home’ environments for drivers across Europe.

This joint event ESPORG and ELA perfectly links official EU information with the European Wellbeing Initiative — because quality rest at certified SSPAs like INA Ježevo creates a true home away from home for Europe’s drivers.

Thank you European Labour Authority for the outstanding collaboration!

Today, ESPORG proudly participated in the SEEFF Congress & FIATA REU Field Meeting 2026 in Bucharest, under the theme “United for Regional Progress in Logistics”.

ESPORG General Manager Dirk Penasse joined top logistics and security leaders to discuss “Security, Risk and Compliance – Fighting Fraud and Crime in the Supply Chain”. Dirk Penasse highlighted how Secure Parking Areas certified according to the EU Parking Standard are becoming essential for freight forwarders to reduce cargo theft risks, improve compliance, and support driver wellbeing across the supply chain:
“The EU Parking Standard is the only legal standard at EU level. It brings consistency, trust and quality to safe and secure parking areas for the entire logistics chain — hauliers, shippers, freight forwarders and insurance companies.”

The event also offered valuable exchanges with Prof. Dr. Thomas Sim, President of FIATA on strengthening secure, resilient and sustainable freight transport in Europe and beyond. 🤝
A special thank you to Uniunea Societăților de Expediții din România - USER President Marius Cae, USER Secretary General Iuliana Badea, Diana Cristescu, USER Project Manager, and the entire USER team for the invitation and excellent organisation.
