Heavy Vehicle certification System provide vehicle inspections and certification for modified vehicles that have been modified after the manufacturer have supplied the vehicle either prior to 1st registration or vehicles in service. we only do commercial vehicles with GVM ratings above 3.5 tonne and all trailers in all categories. .

Just a technical on what is considered a semi-trailer. there is a defined examples of what a semi trailer for light trailers under 4.5 tonne in Vehicle Standard bulletins No 1 (VSB-1). For heavy trailers with a ATM over 4.5 tonne their is a different method for trailers that use a towbar over 5th wheel or goose neck to tow a trailer. For trailers that are towed behind via a towbar you need to measure the centreline of the axle group by dividing the body length into 3 equal sections. If the centreline of the Axle group is in the last 3rd then it is also considered a semi-trailer under the NHVL, therefore many earthmoving plant trailers will fall into this category and currently under the Victorian laws you should have a HC licence code as opposed to LR, MR HR codes.

The item about who can tow a semi-trailer has been a contentious issue for sometime when it come to car licences over heavy vehicle licences. In March 22 the Road Safety ( Drivers ) regulations 2019 were updated. Now under a Victorian Drivers Licence Codes (Car) can currently still tow any single trailer that has a GVM of not more than 9 tonnes. I don't know why they refer to a trailer with a GVM when it should be ATM. However, LR, MR, HR are not permitted to tow any semi-trailer. Back in 2015 LR did not appear to be restricted from towing a semi-trailer, they are now again as they were previously before 2015. Other states may vary on this but if you are driving in Victoria you must comply to the Victorian road laws.

The end is nearing for 2020, it has been a very difficult year for many and HVCS was no exception. It has made us rethink the business model and future for 2021.

HVCS will be transitioning into new areas for modified vehicles and testing. Whilst commerical vehicles will still be part of the business it will no longer be and major focus.

The modifications on vehicles has become such a low standard that HVCS will no longer compete with low price structure based on volume.

We fully understand the industry and the need to change methods in servicing our clients. The problem now is that certain individuals have have basically lowered the standards so much based on pricing to make themselves look so impressive on the number of vehicles they certify that the only thing that has happened is the industry will have major exposer.

The authorities are duly seeing the issue and are going to change the structure in 2021.

In our view the sooner it happens the better.

Now on a brighter note HVCS will continue to support the heavy vehicle industry but with a very different focus and priority.
