A new compliance requirement will soon apply to UAE companies, requiring them to certify import invoices with a value of Dh10,000 and above to the UAE Ministry of Foreign Affairs and International Cooperation (Mofaic).

The new rule will go into effect on February 1, 2023, as per Cabinet Resolution No. 38 of 2022 regarding fees for certification of invoices and certificates of origin for imports into the UAE.

Commercial invoices will be subject to a Dh150 fee, with a grace period of 14 days following the declaration of goods for customers.

Mofaic will impose a penalty of Dh500 per invoice on non-compliant businesses who fail to comply. The exemptions, however, will apply to certain categories of invoices, including those with a value below Dh10,000, personal imports, goods imported from Gulf Cooperation Council countries, and those brought into free zones.

Furthermore, transit goods imports, B2C e-commerce movements, diplomatic, police, and military goods, and humanitarian aid will not be covered.

In accordance with the directive from National Emergency Crisis and Disaster Management Authority and the UAE General Civil Aviation Authority, all passenger flights to and from the UAE - including inbound, outbound and transit - will be suspended for two weeks, as precautionary measures to limit the spread of COVID-19.

While cargo and emergency evacuation flights will operate, both Dubai International and Dubai World Central will be closed to the travelling public effective 11:59 pm on March 26, 2020 for two weeks, subject to reassessment.

We will work closely with airlines, control authorities, service partners and the authorities to ensure a safe and seamless process throughout and further ensure readiness to quickly ramp up operations once it is deemed safe to do so.
