From today, people can travel between New Zealand and the Cook Islands without having to go into managed isolation or self-isolation on arrival.

Travellers from New Zealand need to remain vigilant against COVID-19 and play their part in keeping the Cook Islands safe.

Remember, if you are feeling unwell, then don’t travel. If you begin to feel unwell while in the Cook Islands, stay in your accommodation and call the Cook Islands Healthline for advice about what to do next.

Visitors will also need to carry a unique CookSafe QR Card at all times which should be scanned at all locations visited. It's also important to download the CookSafe+ app and turn on Bluetooth to help with contact tracing.

This evening Prime Minister Mark Brown released a joint statement with New Zealand announcing that the two-way quarantine-free travel (QFT) bubble will commence from 17th May (NZT) pending a final decision by New Zealand and Cook Islands Health authorities.

In anticipation for that date, we encourage all travellers to the Cook Islands to participate in our national contact tracing system, CookSafe and CookSafe+, by following the below steps.

𝟏. 𝐃𝐨𝐰𝐧𝐥𝐨𝐚𝐝 𝐭𝐡𝐞 𝐂𝐨𝐨𝐤𝐒𝐚𝐟𝐞+ 𝐚𝐩𝐩 𝐭𝐨 𝐲𝐨𝐮𝐫 𝐩𝐞𝐫𝐬𝐨𝐧𝐚𝐥 𝐝𝐞𝐯𝐢𝐜𝐞
CookSafe+ uses smart phone Bluetooth technology, based on the Apple/Google Exposure Notification System and is designed for use within the Cook Islands but is compatible with the NZ Covid Tracer App. Once you have turned CookSafe+ Bluetooth tracing on, it works by sending out a private and secure random ID code. The Bluetooth tracing function records how close the other phone was, and for how long. The phones you come into contact with will need to have Bluetooth tracing turned on as well. This means that when someone tests positive for COVID-19, they can send an anonymous notification containing all the random IDs their phone has sent out over the past 14 days. If your phone recognises any of these IDs, and you had been close enough for long enough to be at risk of exposure, you’ll receive an alert. This alert will advise you on what to do to keep yourself and your family safe.
You are advised to use the contact tracing app belonging to the country you are in for the duration of your stay, to ensure that you receive relevant health advice and contact information.

Once you have successfully downloaded and installed the app to your personal device, you can close it and allow it to work within the background of your device. You will only need to use the app again should you receive a notification regarding a close contact.

𝟐. 𝐑𝐞𝐠𝐢𝐬𝐭𝐞𝐫 𝐟𝐨𝐫 𝐚 𝐂𝐨𝐨𝐤𝐒𝐚𝐟𝐞 𝐐𝐑 𝐜𝐚𝐫𝐝
All passengers arriving on international flights receive a CookSafe registration form from cabin crew before disembarking the aircraft. Attached to this form, is your unique CookSafe QR card that you will take with you and use to Tag In during your stay. The registration portion of your form should be left with health officials within the terminal. Please have your QR card ready as your exit the terminal to Tag In with our CookSafe team.
When Tagging In at public venues/events/businesses etc during your stay, you are creating an online diary of the places you have been that is securely stored within a database accessible only to the Cook Islands Ministry of Health for contact tracing purposes.
If you require a replacement card during your stay, these are free and are available from the Cook Islands Chamber of Commerce Office, Vodafone Cook Islands Avarua Office, Cook Islands Tourism Office and PRIME FOODS.

The Cook Islands contact tracing system was designed to ensure that everyone within the Cook Islands can participate without requiring a smart device. The addition of CookSafe+ allows for an added layer of protection using Bluetooth technology while ensuring those without access to smart devices are still able to participate in contact tracing. 𝗧𝗛𝗘 𝗖𝗢𝗢𝗞 𝗜𝗦𝗟𝗔𝗡𝗗𝗦 𝗗𝗘𝗖𝗟𝗔𝗥𝗘𝗗 𝗔 “𝗖𝗢𝗩𝗜𝗗-𝟭𝟵 𝗙𝗥𝗘𝗘 𝗭𝗢𝗡𝗘”

With no recorded cases of Covid-19 and all outstanding tests returned as negative, Prime Minister Henry Puna has declared the Cook Islands “a Covid-19 free zone”.

While the country will remain in Code Yellow until further notice, the PM announced a handful of restrictions have been lifted for Rarotonga and the Pa Enua.

➡️Commencing 20 April 2020, schools nationwide will re-open along with church services. However, students and churchgoers will continue to be asked to practise physical distancing.

➡️Domestic travel regulations that placed restrictions on travel to and from the Pa Enua will also be lifted as of 20 April 2020, allowing free movement in the country and Pa Enua residents previously stranded in Rarotonga to return home.

➡️Restrictions on social gatherings of more than ten people will remain in place, however exemptions will now be available from Te Marae Ora Cook Islands Ministry of Health on a case by case basis. Restaurants and cafes will also be permitted to open, but with physical distancing measures in place.

➡️A Ministerial Order restricting the retail sale of alcohol is under review.

“We welcome this good news but must remain cautious knowing that COVID-19 continues to circulate outside our borders,” PM Puna said.

Along with the easing of some restrictions, the remainder will remain in place until further notice.

Individuals are asked to continue physical distancing, with the practices becoming “the new norm” until a vaccine for the virus is developed. Contact sports will continue to be avoided due to the limited medivac facilities and international flights but non-contact sports will resume as normal.

Te Marae Ora Cook Islands Ministry of Health also continues to urge everyone to maintain good hygiene practices such as regular handwashing and covering coughs and sneezes.

Additionally, government will be keeping in place supervised quarantine procedures and border control measures such as restrictions on international flights. Health officials will continue testing for the virus, contact tracing processes, and maintain surveillance of the population for any evidence of the virus.

To date, almost 900 swab tests have returned negative over the past few months.

“It’s incredibly important we all remain vigilant even though we are COVID-19 free,” said PM Puna.

“As we move forward, we will outline a more comprehensive package of responses that will guide us through the reset and adaptive changes that must take place within our economy, our services and society.”

The Prime Minister said credit must be given to health workers and everyone involved in executing the national response to the pandemic.

“To our Punas, businesses, churches, our traditional leaders, non-government organisations, Parliament, our Government and health officials, you are our modern-day heroes,” he said.

“I am proud of your courage and dedication. You have fought for our most vulnerable people, our elderly and our children.”

AIR RAROTONGA – COVID-19 SITUATION

18th March 2020

INTER ISLANDS FLIGHT SCHEDULES SUSPENDED

Air Rarotonga will suspend all scheduled inter-island air services as from midnight on the 21st March 2020, following travel restrictions announced by the Cook Islands Government in response to the COVID-19 pandemic. At this stage, the suspension is in place until 30th April 2020 and is subject to constant review. Further extension is likely given the uncertainties surrounding the timeframe of the pandemic.

From the 21st March no person may travel to the pa enua – including Aitutaki - unless they have completed a 14 day period of quarantine. It is understood cargo flights from Rarotonga are permitted along with the directional transportation of passengers from the pa enuato Rarotonga. The airline is preparing documented operational protocols governing these non-scheduled operations for approval by Government authorities and island councils.

The airline will also provide emergency and other relief flights requested by Government and Te Marae Ora– Ministry of Health.

Consultations are underway with accommodation operators for the transfer of guests who are already in Aitutaki on the 21st March requiring return travel after that date.

Air Rarotonga customers whose travel arrangements are affected by the suspension of services are asked to contact the Air Rarotonga Travel Centre on +682 22888 or the travel agent who made your booking.

Our customer service staff are handling an unprecedented volume of enquiries and giving priority to customers booked to depart within the next 72 hours. If your flight departure date is beyond the next 72 hours we respectfully request that contact us at a later time.

Getting your Cook Islands 🇨🇰 licence. Here’s some useful information to know.

Advisory Note for Visitor Licenses in the Cook Islands

Introduction:
All licenses from the following countries are accepted in the Cook Islands.

Australia
Canada
EU Members
Japan
New Zealand
Norway
United States

Whatever vehicle visitors are permitted to drive in these countries, that license will be accepted, including any conditions attached to that license. In this instance, there is no requirement to obtain a Visitor’s License to drive in the Cook Islands.

Should a visitor wish to drive a scooter or motorcycle and is not licensed, they must obtain a Visitor’s License. Please note that the legal driving age in the Cook Islands is from 16 years old. This includes all probationary or learner’s licenses holders. In addition, safety helmets are compulsory for all non-residents of the Cook Islands, and for 16-25 year old residents, travelling on a motorcycle – driver and passenger.

Testing:
There are two phases of testing in order to obtain a Visitor’s License. Firstly, you must pass a Theory Test, the cost of which is NZD10.00. Once a driver passes the Theory, they can then move on to the Practical Test – cost NZD10.00. The actual license is a further NZD20.00, bringing the total cost to $40.00.

In terms of process, all visitors requiring a license must present themselves with their passport at the National Police Headquarters in Avarua. Once reported in, you will be allocated a time to sit your Theory Test. This timing is largely based on the number of drivers as testing is conducted in batches. Fewer numbers will be processed but generally, there will need to be a justifiable number to proceed as Police Officers may be diverted to attend to other duties.

Given the large number of visitors each day requiring testing and licenses, there will be periods of waiting. There are quieter periods when processing can be dealt with more quickly. This is out of the control of the Police Service. Should you fail any of the tests, another day and time can be allocated for you to repeat the procedure.
The testing hours (which may be subject to change) are as follows: Monday to Thursday 8.30am to 2.00pm; Friday 8.30am to 1.00pm; and Saturday 8.30am to 10.30am.

Road Safety:
The Cook Islands Police Service has a high priority for road safety – for you as a driver and for others using the road. As such, visitors undergoing testing will also receive a full briefing from a Police Officer on the conditions and rules of Rarotonga’s road system. For the benefit of all drivers, a Road Code is available from the Licensing Office for a cost of NZD20.00. It is advisable to be familiar with the Code as relying on assumptions and pre-conceived notions may cause failure during testing.

Given the high priority for your safety, the Police Service upholds a stringent process and does not apply leniency with the required tests. Your competency to drive on Rarotonga safely is vital.

As a visitor you will be subject to the law like any driver. Please obey the rules and drive sensibly. Do not risk drinking and driving, or the urge to do stunts and speed.
