Global Freight Update: August 2026 🌍
The 16 cent fuel excise cut ended on 2 August. Domestic transport costs moved within days, and ocean rates have started climbing again on the Transpacific.
⛽ Fuel
Full excise resumed at 53.7 cents per litre from 3 August. Average retail diesel across the five largest capitals sat at 241.6 cents per litre in the week to 12 August, with terminal gate prices at 230.7 cents. Terminal gate is up 6.5 cents since the excise reset even after a softer week on global crude. Carrier levies have already followed. DFE is publishing 44 per cent across Brisbane, Sydney and Adelaide, its highest since April.
⚖️ Fuel cost recovery
Worth correcting a common assumption. The Fair Work Commission's fuel cost recovery obligations under the Road Transport Contractual Chain Order stopped applying on 7 June when diesel fell below $2 per litre. As the order currently stands, they do not switch back on now that diesel has passed $2.30. The TWU has applied to change that trigger.
🌊 Ocean Freight
Drewry's World Container Index rose 1 per cent to US$4,339 per 40ft container on 13 August, 85 per cent higher than this time last year. The movement is all Transpacific. Shanghai to Los Angeles climbed 6 per cent to US$6,244 and Shanghai to New York jumped 10 per cent to US$8,706, while Asia to Europe softened with Shanghai to Rotterdam down 5 per cent to US$4,425.
✈️ Air Freight
Global average spot rates eased to US$2.95 per kg in the week to 9 August, still around 22 per cent above last year. Xeneta reports almost no shipper interest in peak season charters, pointing to a softer second half.
📦 What this means
✔️ Build the higher fuel base into your landed cost now. The excise reset is a permanent step up in cost.
✔️ Review any contract that references FWC fuel cost recovery. The obligations are not currently operative.
✔️ Book Transpacific early. Rates are rising and capacity is being pulled.
✔️ Air has room to negotiate for time critical cargo through the back half of the year.
At Bluestar Global Logistics (BGL), we're helping customers plan bookings, manage cost exposure and keep freight moving through the back half of peak season.
